Purpose:
As per Article IV Section 2c of the Constitution; the Second Vice-President shall be a full-time elected Officer. The Second Vice President shall be subject to the authority of the President, the First Vice-President, the Executive Board and the constitution; and shall be responsible along with the President, for relations with bodies external to the University; shall assist the First Vice-President as required; shall be responsible for the due and proper administration of the Constitution; shall be a non-voting ex-officio member of and shall oversee all Committees unless otherwise specified. The Second Vice-President shall, in the absence of both the President and the First Vice-President, be the acting President. The Second Vice-President may be subject to reasonable requirements of insurability and/or bondability as determined by the Executive Board. The Second Vice-President shall be paid by the Union, while holding office, at a salary commensurate with the position, but not less than his/her normal salary rate.
Designation:
The Second Vice-President is an elected position, with a two-year term (January to December) and is a full-time paid position. The Second Vice-President is an Officer of the union and shall also be designated a Union Steward (if not already a Steward).
Confidentiality:
The Second Vice-President must sign a Confidentiality Agreement as they are privy to confidential information and discussions.
Role:
External Organizations:
The Second Vice-President is responsible for assisting the President with relations with organizations external to the University. Currently, YusApuY is affiliated with the following external organizations: the Confederation of Canadian Unions; the Coalition of Post-Secondary Workers of Ontario; and the Toronto and York Region Labour Council. The Second Vice-President is responsible to attend the meetings of these external organizations and report back to the Executive Board and membership, as required. The Second Vice-President may be required to coordinate YusApuY’s participation in events and initiatives related to these external organizations.
Union Office:
The Second Vice-President shall, in the absence of both the President and the First Vice-President, be the acting President. The Second Vice-President will assist the President and First Vice-President with the general management and direction of the business and affairs of the Union, including providing direction and instruction to YUSA office staff in their absence and/or in relation to the support YUSA office staff provide for responsibilities of the Second Vice-President. The Second Vice-President will assist the President and First Vice-President, as required, in the management of the business affairs of the union, which may involve reviewing expenses and invoices; making bank deposits; signing cheques; and meeting with members to discuss and prepare emergency loan documentation.
YusApuY Committees:
The Second Vice-President is an ex-officio member of all standing committees and acts as a resource for specific committees (currently, the Constitution and Policy Committee, Nominations Committee, and the Communications Committee). Where possible, the Second Vice-President will attend the meetings of standing committees, especially the committees for which they are a resource.
Joint Committees:
The Second Vice-President is responsible for raising issues of concern to the membership with management in regularly scheduled Labour/Management Committee meetings and advocating for the best interests of the membership. The Second Vice-President is also a representative of YusApuY on the following joint committees with management: Joint Job Evaluation Committee and Joint Training Committee. The Second Vice-President is a guest attendant of the Joint Work Accommodation Committee. Currently, the Second Vice-President is one of two YusApuY representatives on the Retirement Centre Advisory Board and the All-University Pension Committee. The Second Vice-President is also an alternative representative on Senate in the absence of the President.
Grievances, Mediations and Arbitrations:
The Second Vice-President drafts grievances and prepares with grievors for participation in the grievance process, and attends mediations and arbitrations with the employer. The Second Vice-President will work with legal counsel as necessary to support the grievance process and prepare with YusApuY’s legal counsel in resolution of such issues, as required.
Member Support:
The Second Vice-President is responsible for representing members at meetings with management in accordance with the Collective Agreement (i.e., 7.07, 11.01, Work Accommodation, Grievance Step 2 meetings, mediations and arbitrations) and also responsible for meeting with members who have questions and concerns about the Collective Agreement and/or their rights.
YusApuY Executive Board Meetings:
The Second Vice President is a voting member of the YusApuY Executive Board for the duration of their two-year term beginning in January of their first year and ending in December in the second year. The Second Vice President is therefore responsible for attending all Executive Board Meetings. The Executive Board is Chaired, on a rotation, by the tree full-time Officers; every three meetings will be chaired by the Second Vice President. The schedule (frequency, day and time) for Executive Board meetings for the year is determined by the Executive Board at the two-day planning retreat held at the beginning of the year. Typically Executive Board Meetings happen in the evenings, outside of regular work hours and is therefore volunteer time.
