Purpose:
As per Article IV Section 2b of the Constitution; the First Vice-President, who shall be a full-time elected Officer; shall assist the President with the general management and direction of the business and affairs of the Union, subject to the authority of the President, the Executive Board and this constitution; shall be responsible, along with the President, for relations with bodies internal to the University; shall be responsible for the due and proper administration of the Constitution; shall be a non-voting ex-officio member of and shall oversee all Committees unless otherwise specified; and shall, in the absence of the President, be the acting President. The First Vice-President may be subject to reasonable requirements of insurability and/or bondability as determined by the Executive Board (as taken from Article VIII, Section 1). The First Vice-President shall be paid by the Union, while holding office, at a salary commensurate with the position, but not less than his/her normal salary rate.
Designation:
The First Vice-President is a full-time paid elected position, with a two-year term (January to December). The First Vice-President is an Officer of the union and shall also be designated a Union Steward (if not already a Steward). Entitlements are determined in accordance with the “Full Time Officer Entitlements” policy.
Confidentiality:
The First Vice-President must sign a Confidentiality Agreement as they are privy to confidential information and discussions.
Role:
YUSA Office:
The First Vice-President shall assist the President with the general management and direction of the business and affairs of the Union including providing direction and instruction to YUSA office staff. The First Vice-President will assist the President, as required, in the management of the business affairs of the union, which may involve reviewing and approving expenses and invoices; making bank deposits; issuing and signing cheques; and meeting with members to discuss and prepare emergency loan documentation.
Committees:
The First Vice-President shall be an ex-officio member of and shall oversee all standing committees unless otherwise specified and shall, in the absence of the President, be the acting Presidentand acts as a resource for specific committees (currently, the Job Evaluation Committee and the Exclusions Committee). Where possible, the First Vice-President will attend the meetings of standing committees, especially the committees for which they are a resource.
Grievances, Mediations and Arbitrations:
The First Vice-President drafts grievances and prepares with grievors for participation in the grievance process. Attends mediations and arbitrations with the employer. The First Vice-President will work with legal counsel as necessary to support the grievance process and prepare with YusApuY’s legal counsel in resolution of such issues, as required.
Member Support:
The First Vice-President is responsible for representing members at meetings with management in accordance with the Collective Agreement (i.e., 7.07, 11.01, Work Accommodation, Grievance Step 2 meetings, mediations and arbitrations) and is also responsible for meeting with members who have questions and concerns about the Collective Agreement and/or their rights.
Joint Committees:
The First Vice-President is a representative of YusApuY on the following joint committees with management: Disability Support Management Committee, Joint Work Accommodation Committee, Joint Job Evaluation Committee, and Joint Training Committee.
Internal Organizations:
The First Vice-President shall be responsible for assisting, along with the President, for relations with bodies internal to the University (i.e., Parking and Transportation Committee and the Cross-Campus Alliance). The First Vice-President is responsible to attend the meetings of these internal organizations and report back to the Executive Board and membership, as required. The First Vice-President may be required to coordinate YusApuY’s participation in events and initiatives related to these internal organizations.
Other:
The First Vice-President is responsible to raise issues and concerns of the membership with management in regularly scheduled Labour/Management Committee meetings and advocating for the best interests of the membership.
YusApuY Executive Board Meetings:
The First Vice-President is a voting member of the YusApuY Executive Board for the duration of their two-year term beginning in January of their first year and ending in December in the second year. The First Vice-President is therefore responsible for attending all Executive Board Meetings. The Executive Board is Chaired, on a rotation, by the three full-time Officers; every three meetings will be chaired by the First Vice-President. The schedule (frequency, day and time) for Executive Board meetings for the year is determined by the Executive Board at the two-day planning retreat held at the beginning of the year. Typically, Executive Board Meetings happen in the evenings, outside of regular work hours and are therefore volunteer time.
